When a court issues a stay, it halts proceedings. For example, if there are concurrent criminal and civil cases against a defendant, the court may issue a stay of the civil proceedings until the criminal case ends. When a court ends a stay, we say the court lifts the stay. When a stay is lifted the proceedings may continue.
