In its legal English meaning produce means to provide and is part of the discovery stage of a litigation. For example, during discovery,w if a party provides a document to an adversary, we say the party has produced the document. Here, produce does not mean to create the document. The document already existed. By producing the document, a party furnishes it to someone else.
