On-the-record means statements in a legal proceeding that are recorded, such as by being transcribed or recorded by audio or visual means.

The opposite is off-the-record.

For example, during a trial all proceedings are on-the-record, meaning that a court reporter will write down and record everything said in court. 

But during breaks, private conversations will take place off-the-record. The reporter will not record discussions during the break.
