Hold Out As

To hold someone out as something, means to represent to others that a person has a certain status regardless of whether that person actually has that status. For example, if a partnership describes a person as one of the partnership’s partners, then we would say that the partnership holds the person out as a partner. If a person claims to be the CEO of a company, we would say he “holds himself out as the CEO.”
