Grand juries decide whether there is enough evidence to accuse someone of a crime. If a grand jury indicts a person, the government will formally accuse the defendant of a crime. The defendant is still considered innocent because the state merely accused him of a crime. The trial to determine his guilt or innocence will occur later.
