To enumerate means to list something, similar to numbering.
“Enumerated powers” usually mean the powers of Congress, as listed in Article I Section 8 of the United States Constitution.
Enumerated is similar to “express” because both refer to things that are specifically stated in a legal document.
An enumerated power (in the Constitution of the United States) is an express, listed power. For example, Article I Section 8 of the United States Constitution expressly lists the powers of Congress, including the power to tax and regulate commerce.
Each branch of the federal government also has implied powers, which are not expressly listed in the Constitution. For example, judicial review is an implied power of the Supreme Court, however, it is not expressly stated in the Constitution.
